Request for Quotations: VCS and CCB Validation Services for the KwaZulu-Natal Sustainable Landscapes Program

Sayari Earth invites quotations from qualified and active Validation and Verification Bodies (VVBs) approved by Verra to conduct validation services for the KwaZulu-Natal Sustainable Landscapes Program (KZNSLP) under the Verified Carbon Standard (VCS) and the Climate, Community & Biodiversity (CCB) Standards.

The KwaZulu-Natal Sustainable Landscapes Program is a grouped AFOLU / Agricultural Land Management rangeland restoration project in KwaZulu-Natal, South Africa. The project is listed on the Verra Registry as Project ID 5703 and aims to partner with Traditional Authorities to regenerate degraded rangelands through sustainable land management practices.

About the RFQ

The purpose of this RFQ is to appoint a suitably qualified VVB to undertake an independent validation of the KwaZulu-Natal Sustainable Landscapes Program in accordance with all applicable Verra requirements.

The current validation scope is expected to cover the Initial Phase 1 project area of approximately 173,363 hectares of degraded rangeland. The project is applying VCS methodology VM0032 and is targeting CCB Triple Gold.

Through this RFQ, Sayari Earth seeks to identify a VVB with the required Verra approval status, technical expertise, independence, and availability to support a clear, efficient, and audit-ready validation process.

The appointed VVB will be expected to assess the project against applicable VCS and CCB requirements, including project documentation, methodology application, baseline and additionality, monitoring approach, stakeholder engagement, safeguards, benefit-sharing arrangements, GIS and spatial information, land tenure and carbon rights, and relevant Verra reporting requirements.

Who May Submit a Quotation

Eligible respondents must be qualified and active Validation and Verification Bodies approved by Verra to conduct VCS and CCB validations and/or verifications.

Respondents should demonstrate relevant experience with AFOLU, land management, rangeland, agricultural land management or nature-based carbon projects, as well as the availability of suitably qualified personnel with expertise in greenhouse gas accounting, land-based carbon methodologies, biodiversity, community impacts and stakeholder engagement.

Respondents must also be able to demonstrate independence from the project proponent and any parties involved in project design or implementation.

Scope of Services

The selected VVB will be responsible for conducting validation of the KwaZulu-Natal Sustainable Landscapes Program against all applicable VCS and CCB requirements.

The scope is expected to include review of project documentation, technical assessment of methodology application and project eligibility, assessment of spatial boundaries and GIS data, review of land tenure and carbon rights evidence, assessment of stakeholder engagement and safeguards, site visit planning and implementation where required, preparation of the validation report, and support for responding to Verra review comments where applicable.

Respondents should also indicate their availability to provide future verification services in 2027, subject to Verra requirements and mutual agreement on an added scope of work.

Quotation submission deadline: 17:00 SAST on 14 June 2026

Clarification questions due: 07 June 2026

Evaluation of quotations: 15–21 June 2026

Preferred VVB selected: Late June 2026

Contracting and onboarding: Late June / early July 2026

Anticipated validation kick-off: Early July 2026, subject to contract execution and document readiness
